Retired full professor of Institutions of Public Law at the Department of Political Science at the University of Roma Tre. He previously taught at the universities of Messina, Rome ‘La Sapienza’ and Teramo. He was a member of the board of directors of the Italian Association of Constitutionalists (from 2003 to 2006), deputy pro-rector and dean of the Faculty of Law at the University of Teramo (from 2001 to 2005).
In March 2016, he was appointed by the Presidents of the Houses of Parliament as a member of the Competition and Market Authority (term of office: 2 March 2023). He is co-director of ‘Rassegna parlamentare’ and a member of the editorial board of various legal journals, doctorates, masters’ degrees; he has lectured in Italy and abroad.
He is the author, co-author or editor of over thirty volumes and about one hundred and fifty scientific essays. He has also published three novels (now collected in “Trilogia degli specchi”, La nave di Teseo 2022). From 1998 to 2016, he coordinated the ‘School of Legislative Science and Technology’ established at the Institute for Legislative Studies. Also in 1998, he began an intense editorial activity, first at ‘Stampa’, then at ‘Sole 24 Ore’, ‘Corriere della sera’ and ‘Repubblica’.
His awards include: the “Egidio Tosato” prize for young constitutional law scholars (1990); a “Culture Prize” from the Presidency of the Council of Ministers (1991); two prizes as part of the “Books of the Year in Legal Science” (1997 and 2004); the Borsellino prize (2012); a finalist in the “Premio Estense” (2015); a special mention in the “Premio Montecitorio” (2015); “Premio Croce” (2017); “Premio Città di Messina” (2019). Since 2020 he has been an Officer of the Order of Merit of the Italian Republic.
